Abstract (EN)
Born in İstanbul in 1812, Mehmed Kabûlî Pasha is the son of Emin Kabûlî Efendi. He firstly served in the secretarian of Divan-ı Hümayûn (Imperial Council). After studied in Maarif-i Adliye Mektebi, he was employed in Translation Office of Babıâli (Sublime Porte). He got promoted quickly in the State organizations. In foreign mission, he firstly served as the clerk of Berlin in 1845. He served as the clerk and subsequently the charge d'affaires in England. Having gained experience a lot in diplomacy, Mehmed Kabûlî Pasha served as the envoy extraordinary in Athens. In foreign mission, he travelled to Bulgaria first, then Serbia two times, Romania, Crete two times, Mountain Lebanon, Crimea and several cities across Europe. In addition, within the country he was assigned various duties in some cities such as Bursa, Edirne, İzmir, Çanakkale and Trabzon. He, on the other hand, served as the Governor of Saida, and Aydın. He promoted to "Pasha" when serving as the Governor of Saida. While serving as a member in several committees, he served as the translator in Divan-ı Hümayûn, the foreign service clerk two times, a member of Meclis-i Vâlâ, Foreign Undersecretary, İstanbul Şehremini (an official responsible for municipial services), the Minister of Foreign Trade three times one being deputy. While serving as the Minister of Foreign Trade, he was sent to several cities in Europe to negotiate financial issues. Having served as the Ambassador of Wien and Petersburg, he became a member of Meclis-i Ayân. He died in İstanbul in 1877.
