Stone quarries are inherently high-risk work environments characterized by exposure to physical, mechanical, and environmental hazards. Activities such as blasting operations, heavy machinery use, high noise levels, and dust generation significantly increase the risk of occupational accidents and illnesses. In light of the limitations of traditional control-based approaches, there is a growing need for behavior-oriented and systematic observation methods in occupational safety management. This study aims to evaluate the applicability of the Elmeri Observation Method—a Finnish-origin, behavior-based occupational safety tool—within Çorum province stone quarries. The fieldwork was conducted at a basalt quarry located in the province of Çorum, Turkey. Observations were made based on approximately 140 criteria categorized under 12 main headings. Data were collected using the standardized Elmeri observation form and analyzed using Excel and SPSS software. The overall safety score was calculated as 84.6%. However, critical deficiencies were identified in the areas of personal protective equipment (PPE) usage (71%), machine guarding (76%), and safety signage (77%). These figures highlight notable gaps in basic safety compliance. Furthermore, the observations revealed that certain unsafe behaviors had become habitual, reflecting a safety culture in need of development. The results of the study demonstrate that the Elmeri Method can be effectively implemented in quarry operations as both a measurement and improvement tool. Based on the findings, several recommendations were proposed: enhancing PPE awareness, standardizing machine guards, updating safety signs, and institutionalizing periodic safety observations. In addition, strengthening feedback mechanisms and safety training programs is essential for cultivating a proactive safety culture. In conclusion, this research shows that the Elmeri Observation Method is a practical and valuable tool for improving occupational safety performance in Turkish stone quarries and provides a foundation for broader implementation in the field of occupational health and safety.
