Abstract (EN)

Neutrosophic sets are a general form of fuzzy sets and have recently been used frequently in decision making problems. In this study, a new projection measure, a difference measure and a probability measure between neutrosophic sets are defined and some general properties of these measures are examined. Later, the classical TOPSIS method was expanded to the neutrosophic universe, and an expanded TOPSIS method has been built based on defined information measures. By using the developed TOPSIS method, the problem of determining the most ideal of the masks accepted as a method of protection from the COVID-19 epidemic affecting our world has been resolved with multiple criteria decision making (MCDM). Finally, the results of the new information measures defined and the TOPSIS method developed have been evaluated and interpreted.
