Asset freezing in the fight against terrorism

Abstract (EN)

The terrorist assaults on the United States of America of 11 September 2001 marked a turning point for international cooperation and awareness in the fight against terrorist financing. After these attacks, the fight against financing of terrorism has become a more well known issue in the eyes of international organizations. Both international conventions and the decisions taken by international organizations encourage states to fight the financing of terrorism and sometimes oblige them to engage in this fight. In this context, the crime of "financing of terrorism" was first regulated in our local legislation in Articles 8 to 8/A of the Anti-Terror Law No. 3713, and these provisions were put an end with the inurement of the Law No. 6415 on the Prevention of Financing of Terrorism. From this point of view, it is likely to say that the basic law in our domestic law in combating the financing of terrorism is the Law No. 6415 on the Prevention of the Financing of Terrorism. Within the study, the basic concepts related to the financing of terrorism, national and international regulations in the fight against the financing of terrorism, the crime of financing terrorism and the freezing of assets are included.
