03. Summary TQM is a way of managing to improve the effectiveness, flexibility and competitiveness of a business as a whole. It applies just as much to service industries as it does to manufacturing. It involves whole companies getting organized in every department, every activity and every single person at every level. It is a comprehensive way of working throughout the organization which allows all employees as individuals and teams to add value and satisfy the needs of the costumer. TQM is a person-focused management system with the main target of continually increasing costumer satisfaction at the lowest possible cost. TQM is a comprehensive systemic approach which comprises both horizontally and vertically, across all departments and functions, all employees of an organization and their interfaces. In this research, efforts are made to determine the view of personnel of Higher Education Credit and Dormitory Institution(HECDI) about TQM. In the research, as one of the research models, the one which is termed 'Descriptive Survey Model' is used. The population of the research is formed by the personnel of HECDI and all of the personnel are covered. The Questionnaire Form used in the research, contained total of 22 questions which were aimed at determining the views of the personnel about TQM and there were the questions about their socia-demographic characteristics. For data analysis, the program named SPSS was used. As a result of the efforts, of the 134 personnel of the HECDI, 125 personnel were reached for study purposes. In conclusion, It has been determined that there were relationship between the job satisfaction of the personnel and application level of the basic principle of TQM
