Abstract (EN)

Ottoman-German relations which date back to quite ancient times, sometimes followed a friendly until the reign of Sultan Abdulhamid II, and sometimes came to a standstill. Ascension of Sultan Abdulhamid II' to the Ottoman throne and becoming of the Wilhelm II as German emperor revived the Ottoman-German relations. Sultan Abdülhamid II who was sentenced to loneliness by European states during this period, turned this into an opportunity and sought to improve his relations with the German state, which he believed was less harmful than others. During Bismarck's premiership, the cautious and slow-going Ottoman-German relations, with Emperor Wilhelm II becoming as German Emperor, Bismarck's cautious policy was completely abandoned, a new policy called Weltpolitik was implemented, and the Ottoman State received the most share of this new German policy. The development that crowned the Ottoman-German relations was the visits of Wilhelm II in 1889 at first and the second in 1898. In this way, Wilhelm II provided moral support to Abdulhamid II who was alone against the Europe, and won the hearts of Ottoman citizens, especially Muslims, with the discourses he made during his travel, and these visits increased the political, military and economic interaction between the two countries. In this study, both Istanbul and Palestine legs of the German Emperor's second visit dated 1898 were tried to be explained based on Ottoman newspapers.
