Abstract (EN)
With globalization, a comprehensive transformation has occurred in many areas such as politics, economy, trade, culture, and information and communication technologies. Nation states have found themselves inadequate to protect their sovereignty and maintain internal order in the face of the profound changes brought about by globalization. Organizations were created to promote cooperation in response to global geopolitical changes. These international organizations have emerged as influential organizations with great power in a world that has undergone a significant transformation. As a result of the dissolution of the USSR and the subsequent independence of the Turkic Republics, a desire for a regional organization emerged among the Turkic-speaking states. The negotiations led to the establishment of the Organization of Turkic States on October 3, 2009, of which Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey were founding members. The roots of cooperation within this organization lie in the common history, culture and identity between member states, as well as the linguistic unity of Turkish-speaking peoples. The main goal of the Organization of Turkic States is to promote peace and stability on a regional and global scale while improving cooperation among member countries. This study examines in depth the role of the Organization of Turkic States as an international entity in the cultural context, examining how it consistently supports its founding principles and expands its influence culturally. In addition, the effectiveness of the cultural cooperation mechanism from the establishment of the organization to the present will be revealed.
