Transformation in Turkish foreign policy: A conjunctionel examnation in the context of the Libyan civil war and the Eastern Mediterranean (2010-2020)

When the foreign policy history of the Republic of Turkey is shed light on, it is seen that there are two different approaches or paradigms within the framework of the principles adopted, the practices applied and the objectives set; Traditional Turkish Foreign Policy and New (transforming) Turkish Foreign Policy. Traditional Turkish Foreign Policy, which has been implemented in the historical process from the foundation of the Republic to the beginning of the 21st century, is shaped in parallel with the capacity of the country and the notion of "power", but is defined through the principles of status quo and Westernism. At the beginning of 2000s, the increase in Turkey's capacity and the transition towards multipolarity in the international system revealed the New (transforming) Turkish Foreign Policy. Turkey's new foreign policy, which has started to be implemented in the foreign area, is free from its defensive and status quo character, more active, multi dimensional, prioritizing cooperation and mediation, preferring soft power elements, and has been built on principles and approaches such as the ideal of freedom and economic base and being a regional power. Turkey's foreign policy, which prioritizes soft power elements, diplomacy and cooperation, was exposed to serious fractures in 2010. Developments in the international arena have made it essential to update the Turkish Foreign Policy. Many crises that Turkey has experienced in the last ten years caused the wind of change that Ankara started in the field of foreign policy in the first years of the 2000s to show itself in a more severe form after 2010. In this study, the foundations, values and characters of traditional foreign policy and new foreign policy understandings, determining the internal and international developments that allow the transition to the new foreign policy, and finally the Libyan Civil War and the Eastern Mediterranean geopolitics where the transformation in Turkey's foreign policy is concretely seen are aimed to be explained.
