The concept of insurance is very connected with people's rights and freedom as it is one of the essential elements providing individual and public security for the people in society. Security enables people to live in a free and secure community, and therefore, it helps humankind and society progress. The concept of security is explained in two different forms; personal security and social security. The organizations providing personal security could be defined as insurance organizations. These organizations recover the losses of people from diseases, natural disasters, fires, and accidents. They play a vital role in overcoming the negative impacts of the damaging events around people. In addition to private insurance companies enabling personal security, social security organization operate in working life. Millions of workers' problems, such as unemployment, illness and elderliness, and their side effects are solved or mitigated by social security organizations' efforts. Since insurance is an essential organization for the society, it must be protected and regulated by the criminal law principles.
