Abstract (EN)
Countries that can efficiently use and develope high technology are one step ahead in the economic competition of our global market structure.Information forms the basis of technological development and is the primary source of knowledge based development. People endowed with high qualifications are able to contribute to the societies? well being greatly. Labor skills and knowledge can be accumulated through generations. Gaining certain skills is generally time consuming and not always easy. Improving labor qualification requires a substantial amount of investment in human. The investment in human can be made through education and on-the-job training. Today's labor market is in need of educated high skilled workforce. The determinants of wages include some personel and social characteristics such as the years of schooling, marital status, occupation, the status of work place, membership to a union, and the number of people living in the household. The changes of these factors will affect the level of labor earnings. It seems that labor earnings are tightly corraleted with the factors that are heavily depend on the investment in human capital. The purpose of this study is to examine the labor earnings and the relevant variables. The research focuses on human capital investment policies and compare different ways in creating high skilled and productive labor force. The applicability of various policies in developing human capital in the Turkish labor market is also examined in the frame work of human capital investment.
