The place of strategic planning in the transformation of Turkish public administration

Strategic planning is an essential tool for planning and forecasting. It plays an important role in the organization of institutions. Planning covering a certain period of time helps determine the development goals of the program and also enables structural services to be maintained in a way that responds to their demands and dimensions. Turkey continued its planned development process, which it started in 1963, with "five-year development plans" until 2003. A significant amount of knowledge has been accumulated over the past 40 years, and in the light of the experiences gained, development plans have been both deepened and integrated with strategic plans made on a sectoral basis. The reforms made after 1980, especially within the framework of the new public management approach, evolved into a new phase with the transition to strategic management in the public sector in 2003. Making and implementing decisions for the future of Turkey's according to development and strategic plans is important in terms of increasing the welfare of the people and raising the standard of living. For this reason, it is important that strategic management and strategic plan implementations are successful in public institutions. In this thesis study, the effects of strategic plans implemented in Turkey on the transformation of public administration were examined. Considering the broad scope of the subject, the security, education and health sectors, which stand out among the basic duties of the state, and the last two periods of the strategic plans of public institutions operating in the field of meeting local needs were analyzed. he strategic plans of the Ministry of Internal Affairs, the Ministry of National Education, the Turkish Medicines and Medical Devices Agency, and the Istanbul Metropolitan Municipality were examined in terms of performance indicators in terms of targets and realization rates. While conducting the analysis of the research, strategic plans, as well as activity reports and performance programs of the institutions selected as samples were also examined. The analysis of the goals and objectives included in the plans and the activities carried out towards them, specific to the relevant subjects, were evaluated using qualitative analysis techniques. According to the findings obtained as a result of the analysis, the target realization rates in the recent plans of the Ministry of National Education and the Turkish Medicines and Medical Devices Agency were higher, whereas the targets of the Ministry of Internal Affairs were realized lower in the last period plan compared to the previous period plan. has been detected. The level of realization of the objectives of the strategic plans of the Istanbul Metropolitan Municipality for the last two planning periods, which were examined in the example of local governments, was evaluated in the context of the targets selected as a sample. Accordingly, it was concluded that the Municipality achieved its planned development targets with a value above the average. According to the evaluation made in line with the data and inferences obtained, the contribution of strategic plans made based on the strategic management approach to the development of institutions remains limited. However, when the content of the plans is evaluated, it is understood that the planning culture has begun to take hold in institutions.
