Abstract (EN)

In this thesis, the political life of Mustafa Necati Bey, as well as the various ministries that he served, are discussed. At a time when the country was occupied by the Entente States after the signing of the Armistice of Mondros by the Ottoman Empire, Mustafa Necati Bey struggled with the occupation forces and tried to raise awareness of the people against the occupation with his writings especially during the occupation of Izmir, like every patriotic intellectual,. In Izmir, he held a rally in a place called Jewish Mashatlik, calling on the people to unite and solidarity for the liberation of the country. Mustafa Necati Bey moved from Izmir to Istanbul and from there to Balıkesir upon the beginning of the destruction of the enemy forces. While he was in Balıkesir, he joined the Balıkesir Kuva-yı Milliye and continued the defense of the country from there. In the following period, he presided over the Independence courts in various regions during the War of Independence. After the foundation of the Republic of Turkey, the problem of population exchange arose between Turkey and Greece. For the solution of this problem, the Ministry of Exchange, Development and Settlement was established under the presidency of Mustafa Necati Bey. As a result of the decrease in the trust of the people in the justice system and the abuse of the judges' duties, regulations were made in the Ministry of Justice. Mustafa Necati Bey was appointed to manage this ministry. Mustafa Necati Bey also served in the ministry of Education in the last years of his life. Realizing that the existing education system cannot be met with the needs of the era, Mustafa Necati Bey tried to create a more modern education system. In researching and examining the issues related to the period; The minutes of the assembly, Official Gazette Archive, Republic Archive; The local and national press of the period, memoirs, books, journals and articles on the subject were used.
