Abstract (EN)

Multiple citizenship has became a common situation in these days which international interaction and correlation increase. Some of the reasons why multiple citizenship increases, which is commonly seen also in our country, are immigrations, expats, marriage with an alien, having an education abroad, job opportunities in abroad and such reasons. While some countries allow multiple citizenship, some do not accept this position. As a result of the countries which don't accept the multiple citizenship, the blue card holders become a current issue which constitutes the main topic of this study. In order to hold the right to benefit from their rights in Turkey, on demand, the blue card is given to the people who earned the Turkish citizenship with birth and lost the citizenship by obtaining renunciation permission to earn a foreign country citizenship which doesn't accept a multiple citizenship. The blue card holders are regulated under Turkish Citizenship Law, Article 28 and apart from the exceptions stated in the article, the blue card holders hold the right to benefit from the same rights accorded to Turkish citizens.
