Reflections of the energy policies (oil-gas) on the public finance after 1990 in Turkey

Throught history, energy has been one of the basic elements of the economic and social development. In order to constitute and execute sustainable energy politics accessing energy resources are critically important for all countries. When the development of the energy resources is examined, ıt can be observed that concurrently with the Industrial Revolution firstly coal, later oil and natural gas have effects on the world economies. At the present day all sectors in economy directly or indirectly depend on oil nad natural gas. For that reason, alternations appeared in oil and natural gas market and price produce different effects on home country and world countries with formed chain reactionsAlthough Turkey elicits primary energy production predominantly coal and renewable energy, acquires energy consumption as an oil and natural gas consumed rapidly at the present days. Insufficent and unproductive oil an natural gas resources in Turkey increase foreign dependence and this position causes substantial cash outflow annually. Increasing foreign import dependence gives rise to general trend of prices, current account deficits and deduction of supply. In addition to that public deficit caused by some problems in public finance of Turkey requires to postphone the new energy investments.This study has been aimed to analyse reflections of the energy policies (oil-gas) on the public finance after 1990 in Turkey. In this context, ıt also has been investigated the reflections of the oil and natural gas policies on the public revenues, balance of payments, general trend of prices, economic growth, and employment.
