Responsibility for disaster management and administration in Turkey

In the second part of the study; Of disaster management organization in Turkey are discussed development in the sense of historical and legal, that is considered a turning point in our disaster management system in the 1999 Marmara earthquake before and after the period is considered as a comparative institutional structure of the existing disaster management in our country.In the third part of the study, the evaluation of the disasters within the scope of responsibility principle of the administration, conditions, types of responsibility and responsibility of the administration and the principle of responsibility and how this responsibility should be handled and applied in disasters were made.
