Two main policies, namely active and passive employment policies, are implemented in the fight against unemployment. While the main goal of active employment policies is to employ the unemployed, the main goal of passive employment policies is to reduce the economic pressures of unemployment on the unemployed in the short term (until they get hired), and thus prevent poverty and social exclusion. However, the level of support provided by passive employment policies and the fact that the forms of application do not increase the appeal of unemployment are of critical importance. Today, passive employment policies are widely implemented in countries around the world as a requirement of the concept of the social state. The fact that Turkey is a country that maintains its goal of full membership to the EU makes the compliance of the employment policies between the EU and Turkey necessary. For this reason, it was tried in the study to reveal Turkey's strengths and weaknesses in this area by comparing the passive employment policies between Turkey and Germany, which is among the important members of the EU, and the effectiveness of these policies. In the study, not only were the laws of the countries revealed, but also interviews were made with people that were affected by the application by personally going down to the field both in Germany and Turkey. In order to obtain more comprehensive information especially about Germany, one-to-one interviews were conducted with the Turks living in Germany, and the subject was handled in more detail with the focus group discussion. The last part of the interviews was conducted in Turkey and the application part of the study was concluded. With the evaluation of the laws of the two countries and the interviews conducted, the effectiveness of the passive employment policies implemented in Turkey could be analyzed more easily and realistically.
