Abstract (EN)

The positions of the administrative units in the management systems and management systems in the countries are changing in parallel with the increasing technological developments in the globalized world we live and work in. Nowadays localization among the criteria of modernization and the accentuation of local autonomy which has been developed in this way undoubtedly also affected our country. Although there is a tendency in the world, Turkey has been obliged to make some arrangements in the field of EU process municipalities, which have now become a platonic love, and in particular to change local autonomy. With the new municipal law no. 5393, it can be said that the authority of administrative tutelage in many areas has been reduced compared to the previous regulations in order to provide local autonomy. Undoubtedly, the impact of the European Charter of Local Autonomy has been enormous, especially when these arrangements have been made. We have tried to address administrative supervision on municipal administration and municipalities in our work. In this context, our work consists of three main parts. In the first chapter, public administration organization and municipal administration are explained in the second chapter, and in the third and last chapter, administrative tutelage applications under Law No. 5393 and the European Local Autonomy Charter were tried to be mentioned.
