Assessment of public websites in Turkiye in terms of usability standards and guidelines

Abstract (EN)
In today's world where communication technologies are used intensively, it is important to examine the usability of public institution websites and the organisation of website content in accordance with these standards, especially considering the right to information. This study aims to measure the level of user experiences that users experience as a result of intensive use of the website within the developing technology. Within the scope of the study, manual evaluation, which is an accessibility evaluation method, and qualitative content analysis method were used. The sample of the study was determined within the scope of 'Public Websites'. According to the 'Guide to Public Websites', accessibility and usability evaluation method was evaluated by Best Worst Method, Analytical Hierarchy Process and Technique for Order Preference by Similarity to Ideal Solution methods. According to the findings obtained as a result of the study, Public Web sites were evaluated in terms of visibility. As a result of this evaluation, it was concluded that the most successful alternative was the Official Web Site of the Ministry of Family and Social Services (aile.gov.tr). When the criteria weights determined by BWM were evaluated by TOPSIS method, the websites of the Ministry of Health (saglik.gov.tr) and the Ministry of Transportation and Infrastructure (uab.gov.tr) came to the forefront, while the websites of the Ministry of Labor and Social Security (csgb.gov.tr) and the Ministry of National Education (meb.gov.tr) ranked high in the AHP criteria weights TOPSIS evaluation. In addition, within the scope of the comparative study, the evaluation of the websites was made by the artificial intelligence model Chat GPT, and the effect of the evaluation of the relevant model on the TOPSIS results was analyzed. In the relevant results, it was determined that there were changes in the ranking of corporate websites in terms of their closeness to the ideal in BWM and AHP methods. As a result of the analysis, it was determined that some websites stood out by ranking higher in both methods, while others ranked lower.
