Abstract (EN)

The most important miision of government is to provide and protect the publicorder. The first thing to do provide the public order is takind precautions for the possiblecrimes. Despite all the precauitons taken if any kind of crime happens it is important to givenecessary punishment. If the criminals don?t get enough punishment for the crimes that havebeen done it is not possible to that nation to survive. Governments give the services forpreventing the crimes before they happen or after they happen with different organzationwithin itself.Prisons have a very important role between the management units which areresponsible for protecting the public order in Turkey because the freedom bindingpunishments executed in the prisons. In Turkey Ministry of Justice is responsible for theexecution of criminal services. Ministry of Justice realizes this mission by GeneralAdministration of Prisons.General Administration of Prisons are not alone on execution of criminal services.Transferring of the prisoners and the protection of the prison?s surroundings are doing by thegendarme units. Criminal services which have been trying to perform by differentorganization structures have administrative problems which needs solutions. The effort ofpublic organizations on solving this problems will effect the quality of criminal services.
