Abstract (EN)

After the collapse of the Soviet Union, destructive ethnic conflicts began in the post-Soviet space. One of these conflict zones was the Nagorno-Karabakh region of Azerbaijan. However, the Nagorno-Karabakh conflict not only affected Azerbaijan and Armenia, but also attracted all regional countries, including Turkey, and also global actors. In this context, third-party countries tried to take an active role in the solution of the problem and turn the balance in their favor in order to protect their own interests. However, the conflict was frozen after the ceasefire signed in 1994 and entered a period of continuous and exhausting fighting for find peace zone. During this period, the OSCE Minsk Group could not find any solution to the conflict. Turkey, from time to time, put forth its own possibilities and made various attempts for the solution of the Nagorno-Karabakh problem located nearby. Unfortunately, at the end of the process, the weapons started to speak again, and after 44 days of heavy fighting, Azerbaijan was able to recapture an estimated eighty percent of its occupied territory. These realities were learned and analyzed based on classical realism theory. The aim of the study was to Comparing the conflict in the region between 1991-1994 and 2016-2020 wars, to clarify Turkey's place and role in both wars, to reveal its influence on the process, to learn the similar and different sides of the activities, as well as the discourse, actions and steps of the conflict monopoly, which was the word of the leaders of the period. In the study, an answer was sought to the question of what are the differences between Turkey's effects on the Karabakh wars, and the character of this effect was evaluated. Qualitative research method was used in the study, literature review was made, official documents, reports and information published in newspapers were examined.
