Liberalisation of railways in Turkey

Abstract (EN)
The railways have entered into the revival process throughout the world and in Europe in particular beginning from the 1990's years. Turkey could have participated in this process with some delays in the 2000's years. There are neoliberal economical policies lie behind the revival process of the railways which started beginning from the 1990's years; and the situation is not different in Turkey as well. The railway sector became liberalized by means of the restructuring works and then it became a new investment area. Some different responses which are different economically and which are also different legally could be produced to the question that the mentioned restructuring and associated processes which are directed towards the railways are either "liberalization" or "privatization". However, it shall not be misleading to make and perform any evaluation by means of looking at the table which would appear as a consequence of the liberalization. In the above-mentioned liberalization process, although Turkey followed the neoliberal policies in the world, doubtlessly the primary resource has become –with respect to every aspect- the EU (European Union). However the Twinning project which has been carried out with the EU in 2005, TCDD Law and General Railways Law drafts dated 2008, the Governmental Decree numbered 655 dated 2011, Law on the Liberalization of the Railway Transportation in Turkey numbered 6461 and dated 2013, the TCDD Main Status dated 2016, and finally regulations and directives shall be subjects to be discussed.
