Period of change of the state in Turkey in its employer role 1970-2010

Fundamental changes have been experienced in terms of labour relations both in Turkey and in the World. Regulatory, arbitrator and employer role of the state have also been changed in labour relations. As a result of this change, the role of the state is seen to have been transformed so as to protect fundamental rights in the labour relations, to regulate minimum working conditions, and to provide a favorable environment that allows the parties to determine freely the basic labour relations. The objective of this study is to present the period of change of the state in its employer role as a major actor both in Turkey and in the World in terms of labour relations, particularly the globalization movement between 1970 and 2010, economic crisis, privatization, flexible working practices, use of new technologies, changes in the structure of the labour force and decrease in the efficiency of the unions. Results obtained as a result of this study are as follows; -How has the roles of the state changed in labour relations particularly in its employer role from the industrial revolution to present? -What are the factors acting on the employer role of the state both in Turkey and in the World? As a working method, domestic and foreign, numerous sources have been worked out within the scope of the literature search, offical web sites of the institutions and articles published have been employed, quoted and referred. As a result, period of change of the state in its employer role has been examined in the light of the data of various institutions of the government and the related international organizations both in certain countries and in Turkey. In the process, it ensues that the state should be the one setting the standards, establishing the rules, inspecting and enforcing them, hindering the unearned income, and aiming for an industrial society of advanced technology and high productivity, instead of being a state producing and interfering everything.
