Abstract (EN)
Nowadays, technological, socio-cultural, economic and political changes have led to changes in various fields. Especially, the rapidly increasing impact of technology on lives of individuals and societies reveals the importance of training the labour force so countries can introduce innovations. Thus, doctoral programs are gaining importance in order to develop R & D functions, which is the one of the most basic functions of a university, and to train the academics who are required to support the education. In addition to academia, the private sector, public sector, and the R&D centers have increased their efforts to train doctoral members in the accurate field of study to meet their sectors' requirements. However, the doctoral programs in our country cannot update themselves fast enough. As a result of this deficiency, while there is a surplus of doctoral graduates in some departments, it is there is also a lack of doctoral candidates for some departments (Kalkınma Bakanlığı, 2014). In this context, the creation and closure of certain doctoral programs should be carried out by strategic methods based on solid mechanisms and analysis. Besides the demand of the private sector, the public and academic demand should be determined correctly; the required areas of expertise should be accurately analyzed and the number of graduates that are not needed should be avoided. The aim of this study is to create a decision support system that organizes doctoral programs in accordance with the demands of universities, public institutions, R & D centers and private sectors. Through this system, it will be possible to train staff in their areas of expertise that these sectors may require in the future. In this context, this report will examine the current state of all doctoral programs and statistics in Turkey, determine how many Ph.D.'s are needed in the field, and create a system designed to support decision-makers in planning doctoral programs in order to meet the needs of doctoral graduates in universities, research centers, the public sector and the private sectors. In order to do this, a theoretical model has been proposed by examining some previous studies and models on the subject, which could be a solution to today's problems. By implementation of this model, while the supply-demand balance of doctoral graduates can be provided, some future predictions can be planned by using the historical data and the current state of affairs.
