Comparative investigation of sovereign wealth fund and independent audit Turkey and the World

Countries constitute national wealth funds in order to maintain, increase and improve the value of their strategic assets and provide resources for priority investments. These funds can be seen as a policy reflection in order to ensure that the growth figures of the country are not affected by interest pressure within a structure that operates within private law and uses private sector instruments. For this purpose, national asset funds can be considered as an important tool to increase savings and investment opportunities in the country. However, the effective use of this new vehicle for our country is realized within the framework of some international principles. One of the most important is transparency and independent audit. The aim of the study and explanation of the world fund assets scale applications in Turkey, the issue of the independent audit of the fund's assets in Turkey application Norway, the United Arab Emirates and is discussed in comparison with applications in China. The subject of the study is discussed in 4 chapters. In the first part, the concept of national asset fund and its content are tried to be put forward. In the second section, there are criticisms about national asset fund practices and asset fund implementation in the world. In the third section clarifies national asset funds practice in Turkey particularly emphasized that the presence funds audit. The final chapter in the audit of national funds assets were examined with examples from the world and Turkey. In the context of the data and indicators presented, audit committees have been formed within the body of national fund funds and an audit has been performed on the annual activity reports. Independent auditing seems to be far from being a common control method adopted by all countries yet.
