Abstract (EN)
The technological transformation experienced today has caused many positive developments in the field of public administration all over the world and in Turkey and led to the implementation of new practices, such as "e-government" and "e-municipality", which provide more functional and practical solutions in service delivery. These practices, which ensure that service requests are met in the fastest way with a minimum cost, have improved the relationship between the citizen and the state, as well as have benefited the state in terms of participation and transparency in management. General expectations about e-Government and e-Municipality practices are that they facilitate the daily life of citizens, improve local participation, and reduce the bureaucratic costs and workload of central and local administrations. These expectations can be met by the effective and efficient use of these practices by public organizations and citizens, and by identifying and developing the lacking aspects of these practices. In this regard, the study aims to investigate the e-Municipality practices and make relevant evaluations and recommendations in order to increase the efficiency and efficacy in services and to ensure extensive participation of city dwellers in administration within the scope of e-Municipality of provincial municipalities in Southeast Anatolia region by analyzing the reasons and characteristics of the legal and institutional infrastructure of the implementation of e-Municipality activities in Turkey in general.
