The effect of education and health expenditures on income distribution in Turkey (2000 - 2019)

Income distribution injustice is seen as a problem that affects the economic and social structure of all countries of the world. In order to solve this problem, states aim to establish a more equitable distribution of income by intervening in economic and social life with the policy tools they will determine for this purpose. The human capital of countries is the basic building block for the economy. Education and health are important concepts that affect human capital. In countries with human capitals consisting of educated and healthy individuals, there is a more equitable distribution of incomes. Because of these reasons, education and health expenditures have significant effects on income distribution. The aim of this study is making a descriptive analysis of education and health expenditures in Turkey between 2000 and 2019, and the effects of these expenditures on income distribution. In this study, the concept of income distribution is emphasized, and the definition and theoretical framework of the concept of income distribution is propounded. This study gives information on income distribution in Turkey. In addition, definitions of the concepts of education and health are made. Besides the definitions of expenditures that made in this direction are also made. With the help of statistical data which is related education and health expenditures in Turkey between 2000 and 2019, the effects of these expenditures on income distribution are explicated and a descriptive analysis was made by summarizing the studies that examined the effects of education and health expenditures on income distribution.
