The comparative analysis of school discipline between Turkey and the countries of Europian Union

Abstract (EN)
In this research, it is aimed to compare the current situation of school discipline of Turkey, Germany, France and England by analyzing the discipline legislation and foundation of these countries and determine the similarities and differences of school discipline between these conutries.As being a descriptive study, a scale has been done among the 45 administrators and teachers who work in Malatya central schools and 30 Turkish teachers who work in Germany, France and England schools.Some results from the study are as follows:1-The school discipline legislation of Turkey, Germany, France and England has been arranged by the central management of these countries. However, it has been seen that while the government don?t let much authorıty to schools in Turkey; in Germany, France and England local managements and schools have more authorıty to arrange their spesific school policies.2-The school discipline for primary education and secondary education of Turkey is arranged by the Ministry of Education separately; however, in Germany, France and England there is no difference between level of schools for school discipline policies.3-The aim of these legal regulations are:In Turkey; to develop citizenship consciousness, personal development, respect for society and unıty of the country.In Germany; to develop democracy, peace, freedom, respect for the honour of person and differences between genders.In France; to provide equal rights for individuals and fight against the violence and discrimination.In England; to respect and strengthen communication between individuals, develop good behaviour and responsibilities of individulas.4-In the part of ?Expected Behaviours from Students?, while describing the behaviours that willl be able to develop the citizenship consciousnessin Turkey; there are more specific, applicable and simple descriptions that willl be able to develop individuals in Germany, France and England.5-Sanctions that are used in Turkey and France Education System are warning, condemnation and suspension from school. During the research it has been seen that there are not more work to change and redevelop the misbehaviour but in France there is a sanction called ?working for the benefit of society? which is not available in other countries. In England there are more redevelopments to change misbehaviour of the students. These are such kind of sanctions that are devoted to the behaviours. In all countries schools have counselor services for redevelopmnet activities.6-While it has been described as the integrity of the rules in all countries, it has been evaluated as conformity porcess to the society, behaviours taht will be able to ocur with the cooperation between home and school.7-In Turkey, school rules are arranged by mostly the Ministry of Education, School Management, teacher Commisson of the schools and students. In Germany, France and England it is arrenged by local managements and schools more than central management.8-It has been found that all the teachers included in the research are aware of the legal regulations and they pay attention to them while arranging school and classroom rules.9-For the misbehaviours that destroy the order of schools are explained as romping, fighting as a joke, talking duruing the lessons, beeing late for the school and not obeying dress code. In Germany, France and England, spoiling the flow of the lessons, being indiffrent to the lessons are shown as this kind of misbehaviour.10-In Turkey and Germany while the fights, mostly among boy students, which end with injuries of students are seen as serious misbehaviours that ruins the order; in France and England talking loudly and spoiling the flow of the lessons are considered as serious misbehaviours.11-All the experimental teachers in the research share the same idea for more dangerous misbehaviours that includes violence. According to them, the physcical violence that results with injuries are this kind of misbehaviours. In Germany and France the psychological violence that students use for discrimination is considered in this group also.12-The precautions that are taken in schools and clasrooms are seen similar. For the first precaution teachers take is negotiating with students. While the most inclusive precautions have been taken in England; in Turkey and France school management intervene for more serious problems and in Germany it has been taken as cooperation of parents with the teachers.13-It has been found that all the experimantal teachers share the same idea for discipline sanctions. In all these countries there are warning, condemnation and suspension from school sanctions. In France and England, except these sanctions there are some as making the student wait in the corner of the class and sitting them in the corridor that all the students are able to see them easily and writing at the weekend.For more dangerous misbehaviours, suspension sanction has been implemented in all the experimental countries.14-For the implementaion of discipline sanctions it has been seen that school discipline commission is more effective in Turkey. For more serious misbehaviour the province discipline commission is qualified. In Germay, France and England, it has been seen that firstly, school and parents are in a cooperation for redevelopment of the misbehaviour. If there is no development in the behaviour then sanctions are used in these countries.15-It has been seen that in all experimental countries the fisrt redevelopment work is conselling the students. Moreover, the social activities and seminars for parents are seen in this category. The most inclusive redevelopment work has been done in England. to redevelop the misbehaviour there are special teams that work during education year and do different kinds of activities until solving the problems.Key words: Discipline, School Discipline, Classroom Discipline, Legal Regulation, Sanction, Precaution
