Abstract (EN)

Syrian Riots started In 2011, against the existing rejime due to various reform demands such as human rights, social justice, democracy and prosperity. A The Syrian crisis that broke out as a result of these fluctuations called Arab Spring turned into a civil war. Conflicts between many terrorist organizations, external actors and the regime continue in the Syrian civil war, the effects of which are still ongoing. Because of this civil war a lot of Syrians lost their lives due to civil war and terrorist attacks, were traumatized and had to leave their country and migrate to other countries. One of the countries most favored by the people of Syria is surely Turkey for immigration. The main reason of this Turkey's geopolitical position and Turkey is related to the presence of passage routes between Europe and of course and of course Turkey has been creaated a lot of humanitarian policy toward Syrian immigrants. Turkey, opening its doors to host the Syrians and offering many services in every area have recognized that they need a variety of rights. In this context, immigration policies and social policies of Turkey towards Syria and there are policies in line with social services that it offers. In this study, migration policies are discussed Syria for Syrians Turkey's and the EU's foreign policy. The phenomenon of migration as a social disaster is examined and the cases of disaster and migration are associated with social services. he study was prepared as a literature review. In this direction, national legislation, international acquis, corporate activity reports and field research data were utilized and original figures were created. It offers to Turkey's policies toward Syria evaluated in terms of social services and political, legal, practical, various suggestions have been made about the conceptual problems and difficulties.
