Administrative control reform and Ombudsman Institution in Turkey

New institutions and praxis associated with the public administration reform came to the fore in Turkey in relation to administrative control. An important part of the administrative control reform is the formation of an ombudsman institution. In this study, applicability of an effective ombudsman institution in Turkey is examined in the context of control reform.The concept of control and ombudsman control are explained in the first chapter. New praxis in the control system within the scope of public administration and institutions of right to legal remedies are estimated in the second chapter. Results of the field research conducted with the Swedish and Danish Ombudsman Institutions are evaluated in the third chapter. The fourth chapter is an evaluation of the applicability of an ombudsman institution in Turkey, pursuant to the results of the field research.This study is a descriptive research in which the main features of the Swedish and Danish Ombudsman institutions are described. Further evaluations about the applicability of the institution in Turkey are carried out according to the results of the field research. Qualitative data such as interviews, reports, cases are mainly used in the research. Less quantitative data such as the statistics of ombudsman control results are analyzed as well.Various evaluations are carried out according to the results of the field research corresponding with the applicability of the ombudsman institution in Turkey. As a result, the possible problem areas of ombudsman control in Turkey are described.
