Abstract (EN)

Shadow economy, is one of the most important problems of especially developing or enderdeveloped countries. Level of shadow economy, presents differences according to economical developmental levels of countries. Persons operating in shadow activites cause continuation of shadow economy increasingly by avoiding their obligations and not being included in tax system. Thus when people willing to operate by legal procedures fulfill their obligations, this situation causes an economic loss perception for them. Existence of shadow economy, accompanies inequality negotioations in the context of justice in income distribution and social justice sociologically. When one thinks individuals operating their economical activites in frame of laws, fulfilling their tax obligations on one hand, and the ones operating their economical activities not under legal means on the other hand, the government is damaged in terms of economical means and unfair profit becomes legitimate. Besides, public services provided by the government are hindered in case of uncollectible taxes or unobtainable audit. In the context of economic sociology, social justice and equality are being damaged by shadow economic operations. Only 30% of products growing in lands of our country are being processed in marketplaces, nearly 70% is being commercialised with shadow means. In the meantime, products reaching markets through informal means without being included in Marketplace Notification System, are not being controlled in terms of neither food health nor hygene and causes damages to producer and consumer by causing price fluctations in markets. From the point of Country economy, shadow sales in agricultural marketing area are continuing increasingly. In this study, problems occured because of practices in wholesale marketplaces, control defficiencies and marketing system have been tried to be presented in the context of shadow economy.
