Throughout history, changes in almost every aspect of life from past to present have affected many needs that are crucial to the maintenance of life to basic needs such as shelter and nutrition and it causes to ensure the security of these needs. Therefore, the concept of social security has come to the fore in order to sustain people's lives an deven to minimize their worries about the future. Social security is a very comprehensive and effective notion that affects every aspect of life and has an important place as a human right. The concept of social security has developed continuously with the involvement of not only individuals but also states in the protection of basic needs. Although the government make real to these activities with the social state mentality has a positive effect this situation sometimes has a negative effect and the concept of social security has led to the unregistered employment problem which has been a problem of many countries from past to present. The concept of unregistered employment is an important problem not only for developing countries and countries of transit, but also for most countries. Moreover this problem has had a global impact that causes negative social and financial damages to the economies of the country. Researches in recent years involve various implementations aimed at stopping the rapid rise of informal employment or at best reducing it. Social security reform has an important place in the fight against unregistered employment. As a result of the legal regulations, effective results in the fight against unregistered employment were discussed. In addition to the main causes of the problem, studies have been carried out for the solution of the side elements that provide the formation. It has become a current issue to take steps to use deterrence more effectively. Unregistered employment situation in Turkey under the title Social Security Implementations are discussed in this study. The overall employment rate of unregistered employment available in Turkey was determined to be about 30% and this situation with the current system in Turkey for lowering, making comparisons with the systems in countries such as France, England and Germany, evaluated the effectiveness of the Social Security Implementation in Turkey. When the current informal employment rate is evaluated, it is obvious that the deterrence effect of the sanctions of the existing Social Security Implementations is insufficient. It was concluded that legal arrangements should be made for the solution, increasing the audits, making the business life more active, eliminating injustice and providing various conveniences when necessary.
