Abstract (EN)

Having evaluated the role of government in forming housing policies and its place between the stakeholders of the sector since the establishment of the Republic of Turkey; it is observed that weight of government in the housing sector varies periodically. Examining the effects of the state's housing policy in Turkey, gradual policy change towards supply side is applied especially by state regulator and supervisor bodies. When the actions of government and tools and methods which are used to continue its functions, are observed in four levels; the increasing power of TOKİ (Housing Development Administration) in supply of housing in recent years, is considered as the most intriguing one. Main focus of our work which is examined in four levels is formed as before and after 2003. As a result, it is evaluated that the intervention of government, except some cases, increased the tendency of command economy in housing sector especially after 2003, instead of regulating the conditions of competition and preventing potential abuse of the free market.
