Abstract (EN)

During the post-World War II. period, Keynesian expansion has come to an end and Neoliberal policies have been on the rise for the 1970s crisis. In Turkey, Turgut Ozal became an important figure in the 1980s, when Neoliberal policies were applied. In Fact, the period between 1980 and 1990 was called ''Ozal Period''. Turgut Ozal's role in both the 24 January Decisions and in 1983 as prime minister has caused this period to be referred to by his name. The radical change in Turkey's economy, political and social life has kept Turgut Ozal Period up to date as the architect of the 24 January Decisions and as the implementer of economic liberalism. It is possible to say that an important part of Turgut Ozal's opinions is based on government will. Ozal indicate that the market should never be intervened with interscope of free market economy. According to Ozal, the government will not draw away completely from economic activity, it will intervene in the economy as a regulatory means at a limited level when necessary. The purpose of this study is to evaluate the Turkish Economy in terms of fiscal policies in line with Economic Liberalism and the New Right Government Policies which are called as a new process at Turkey. Also in this study; Turgut Ozal's political and economic views, the reforms he carried out on behalf of the economy and the role of the fiscal policy, are accepted as one of the important economic interventions, in the Turgut Ozal Period has been adressed since he is practitioner of the 24 January Decisions.
