Abstract (EN)
The purpose of this study was to investigate the path taken by public officials in the field of unionization and reveal the results of social and economic achievements in Turkey. An extensive literature review was conducted. Within the framework of the information obtained, evaluations were made to contribute to the study area. The shortage of research in the field of public officials' unionism can be accepted as a limitation of the study. The public official refers to all those who work in public institutions, regardless of their legal status and nature of their duties. The union is a legal entity that has been established to protect and improve the common economic, social and professional rights and interests of public officials. The starting point of social and economic rights in the Ottoman Period is 1909 The Ottoman Basic Law. It covers a non-union period between 1923 and 1946. The rights were postponed due to economic and global impacts in the establishment years of the Republic. After 1947, studies on trade union rights have started. In 1947, when the Law on Labor and Employers' unions and unions were enacted, the union works were put on a legal basis. In 1961, the unionization right was extended. The constitution of 1961 introduced revolutionary rights in terms of social organization. Law No. 624, which encompasses the right to unionism involving public officials, was enacted in 1965. The Civil Servants 'Trade Unions Law No. 4688, dated 2001, is considered to be the touchstone of the public servants' struggle for union rights. At this point, the following rights have been obtained for the general public: the determination of the coefficients and the increase of the wages, the wages of the personnel determined by the decision of the high planning board, the payment of the difference in inflation, the late payment difference, the food aid to the contracted personnel, the compensation payment to the retirees, working hours of the temporary staff, granting of family allowance for scholarship or state-run children, increase in financial responsibility, increase in compensation, mobile duty compensation, the extension of the public housing allocated for service, the presence of union representative in the Disciplinary Committees of Higher Education.
