Abstract (EN)
The 21st century is called the age of information and communication. In this century, states are in a race for electronic structuring in their institutions and service provision. They develop policies and develop projects to promote the Internet, increase computer and mobile device literacy, and transmit information to all segments of society on an equal basis. In the light of these developments, some changes have been observed in the governance structure of states. This change can be described as a vertical hierarchy and a transformation from a rigidly organized central structure to a decentralized structure. While e-government applications are cited as the primary reason of this situation. Local governments are the nearest administrative structure in terms of identifying and meeting the needs and demands of the people are also at the centre of e-government studies in the public sphere. If this transformation process is established on a well-managed and strong basis, it will pave the way for participatory democracy with great benefits for local governments, especially municipalities. In the first part of this study; e-government, e-municipality and m-municipal phenomena are discussed. In this context, the definition of e-government, e-municipality and m-municipality, aims, features, benefits and uses are mentioned. In the second part given to e-government applications in Turkey, e-municipality and m-municipality defined, problems encountered and solutions application in Turkey have been described. Finally, the m-municipality applications of the mid-sized municipalities with population between 100,000 and 750,000 were examined and the status of the municipalities in terms of mobile applications was investigated.
