Abstract (EN)

Migration is a phenomenon that has emerged for various reasons throughout human history. It refers to the movement of people, individually or in masses, from one place to another for various reasons. The act of migration, for different reasons, can cause various effects and developments. Migration is a multi-causal and multi-consequential concept that is the result of some events where it starts and the cause of other changes where it arrives. Migration, which is a state of arriving in another place for different reasons, can affect the culture and demographic structure of the society it reaches and the foreign policy relations of the country. It can have a negative impact on the cultural and demographic structure of the country and its foreign relations, but it can also contribute to cooperation and good governance. Therefore, this process needs to be managed in a healthy way. If migration management is inadequate, education, health, and infrastructure services may be inadequate or interrupted in the event of a migration due to inadequate provision of education, health, and infrastructure services to the host population. However, an increase in the intensity of migration can become an insurmountable situation for a country. It is known that states can cooperate with many different institutions and organizations on issues that they cannot afford or that involve uncertainty as a result of the agreements they have made. This Throughout the process, international organizations have also provided and continue to provide support where Turkey has fallen short. The United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) provide assistance in line with their ideologies. Their ideological views have a significant impact on shaping the activities and policies of the organizations.
