Performance management in Turkey: The case of the Emniyet Genel Müdürlüğü

The last point reached in the development and change of humanity will not be this century or the next century. Humanity has been developing and transforming itself throughout history. While digitalization and globalization are the precursors of change and transformation in this century, in the future, different factors will be the triggers of transformation and change. These different factors and developments are shaped in line with the needs of people. As the needs of people diversify, the private and public service sectors develop themselves both functionally and managerially as the supplier of this change. Since its establishment in 1845, the Police Department, which is one of the law enforcement forces providing general security and public order services to the public among public institutions and organizations, continues its Performance Management practices in order to increase its performance in order to increase the efficiency and quality of the services it provides, and to maximize citizen satisfaction. In this study, the "Performance Management" model will be discussed in detail in the example of the Police Organization and will be evaluated within the framework of the new understanding in public services. The aim of this thesis is to reveal the place, development, impact and applicability of the concept of "Performance Management" in Turkish public administration, especially in the context of New Public Managment, which started to take place in the literature after the 1980s. In particular, in the Police Department, after the developments and changes in the administrative and structural sense in the Turkish public administration, the current situation analysis is made in order to determine the methods used in current performance management applications and the emerging problems, and the applicability of the performance management models applied in the world in our country will be emphasized. A general evaluation will be made by taking into account the recommendations of the system, answers will be sought to the questions of what can be done to improve the current situation, inferences will be made on the obstacles in front of Performance Management applications in particular, and a proposal called the 6M Model will be made.
