Abstract (EN)

The health smart card is a credit card sized plastic smart card embedded with a computer chip that contains the personal, medical and social security information needed most in a medical setting. Turkey is a relatively well-developed country in terms of medical and health applications, and institutions are reasanably well equipped. However, current health care information systems are quite heteregeneous and the level of country-wide integration is weak. Different standartds are used, implementations of electronic patient records are mutuary incompatible, and systems are based on outdated technology that presents barriers to further integration or extention without substantial re-engineering. Furthermore, medical data, information and documents are stored on media systems ranging from classic data collections to computer assisted systems by social security establisments and health care providers. This project is aimed at integrating smart card technology with the communication infrastructure to support a nationwide health-care information system to release the health care problems of the country. The development of a nationwide health-care information system is a long-term process with a number of components and development directions. The first step of this project was taken by the Department of the State by giving an identification number to everybody to better follow up the state- individual transactions. As the second step, personal health smart cards could be prepared using personal identification numbers. Health smart cards give medical personnel immediate access to patients' concise medical history, current medication, allergies, the name and the phone numbers of the family or friends and other information needeed. Thus, health smart card can save time and money for both citizens and institutions and stop the endless frustration of filing out medical forms. Here, it is proposed that most of the current problems of health and social security sectors could be solved by using the smart card technology.
