Abstract (EN)

In the first part of this study; compherensive information have provided about the concept and causes of terror, aims and elements of terror, types of terror, the concept of terrorism, sources of terrorism financing, international terrorism, and terrorist organizations actively continuing their activities in Turkey. In the second part, information have given about the concept of the aggrieved party of terror, based on legal negligence after terrorist incidents and strict liability.In addition, there are general information about the most difficult recovery process of victims of terrorism, as psychological, and the problems they experience, and the fact that violence acts especially in women and children are heavily influenced after trauma. Finally, in the third part, information have given about human rights with emphasis on the financial policies and the effectiveness of the state on terrorist victims, and the rights of material and moral compensation made in case of victims within the framework of European human rights, and examples of cases related to this issue.
