Efficiency analysis of public-private sector partnerships models applied in the field of transportation sector in Turkey

Abstract (EN)
In order to meet human needs, which are the combination of individual and social needs, national economies consist of dual structures, the private sector and the public sector, although their weights vary. Here, while the private sector aims to meet individual needs, the public sector is mostly held responsible for the provision of services at the point of social needs. However, developing conditions, technological developments, new social needs emerging as a result of increasing population and the relatively low level of increase in public revenues have shown that investments that were previously thought to be provided only by the public sector can be produced together with the private sector. The phenomenon in question - the new method of public service delivery - has found its place in the Turkish literature under the name of Public-Private Partnership (PPP). In this study, it is aimed to examine whether the large-scale infrastructure projects implemented in Turkey, especially in the field of transportation within the framework of PPP models, are profitable and effective, and to determine the ineffectiveness, if any. In this framework, some calculations were made in the context of the internal benefits and costs of the projects discussed, and the profitability levels of the projects were revealed. Then, a general efficiency evaluation was made by including the direct and indirect external benefits created by the related projects over the economy. The purpose of performing two different calculations is to determine whether there is a difference between the ranking in the first case and the ranking in the second case. As a result, it was determined that there were differences according to the first situation in the ranking created by using Data Envelopment Analysis (DEA). In this respect, it has been concluded that taking into account external benefits while evaluating the projects in question will lead the researchers to more accurate findings.
