Open data policy of local governments in Türkiye

The formation of public policies're undergoing various changes with technological and conceptual innovations. The adoption of transparency and accountability principles with advancing digitization worldwide finds its place in public policies. Alongside digitization and transparency initiatives, open data practices have emerged as increasingly significant factors over time. Open data policies spread across both local and global scales, increasing their capacity. In Türkiye, changes're also occurring in the service and policy functioning of local governments. A study focusing on the open data policies of local governments in Türkiye consists of three parts. In the chapters, the conceptual framework of open data, the impact and development of digital transformation on open data policies and the open data policies and practices of local governments are comprehensively examined. Comparing open data applications in local governments concludes the study. In this context, the study aims to reveal the current situation in the open data policies of local governments in Türkiye. In the thesis study, the policies of 11 metropolitan municipalities and 5 district municipalities where open data applications are available're discussed. As a result of using the literature scanning method, qualitative and descriptive analyzes're conducted on the information available in open data portals, based on primary and secondary sources. As a result of the research, it's been determined that open data policies in Turkish local governments aren't at the desired level. It's been determined that technical, legal and managerial steps need to be taken for the development of open data and suggestions have been presented.
