Abstract (EN)
Even though there is no consensus on the concept of poverty in the literature, poverty is the main definition; It can be defined as the inability to sustain a level of life worthy of human dignity and inadequacy in the material direction. Poverty is a concept that includes not only being insufficiently material, but also being socially and culturally deprived. Poverty, which is seen in almost every country, comes out as a concept that makes it even more felt in under developed countries. This work I have done consists of 4 chapters. In Chapter 1, various definitions of poverty in general terms, types of poverty and factors that cause poverty are discussed.Chapter 2, Poverty in the World and in Turkey, and ways to combat this poverty. In Chapter 3, the studies and practices of central government agencies and local administrations in dealing with poverty are discussed.Inchapter 4, the history of Bartin, geographic allocation and socio-economic structure of Bartın under heading of poverty in Bartın and the aids for social assistance in Bartın were discussed.
