Abstract (EN)
Within the scope of the study, the responsibility of the administration in the violation of the data security which constitutes pecuniary and non-pecuniary damage against the legal entities has been considered. In the study, the obligation of the administration to protect the data accessed as a requirement of digital public services, have been examined within the framework of the obligations of the administrative judicial cases that may be substituted by legal persons are examined.
