Abstract (EN)

ABSTRACTPeople may be forced to do something. But no one can be forced to desire to do that same thing. Because, the desire to carry out something is somehow a heartfelt one. Motivation is the greatest power making us to carry out a job. Motivation at the same time ensures us to enjoy that job. There are a number of motivators that enables us to enjoy the jobs that we carry out. While on the one hand there are factors that may be used only to increase motivation, there are also factors whose presence is essential and that may be used as motivators. The most important one among these factors is the ?wage? which has impacts on the employee, his/her affiliates and also on the society.Wage is a factor whose use is compulsory in the business life. Human beings get wage in return for working and/or they work for getting wage. Thus, it is necessary to design this indispensable factor from a point of view that increases or aims to increase motivation. Like wage, another factor whose presence is indispensable in the life of the society is the public power. State makes use of public power to keep and develop its current structure. Public power is communicated to the society through public personnel.In the developing world, development of the public structure is not experienced as rapid as of science and technology, which also develop under the control of the public. That the public norms are formed and change within political processes is the reason for this. In this respect, the society also wants the perspective of the public personnel to be changed together with the current norms. The most economic way to compensate the time lost in formation and implementation of the political decisions is to implement the current norm as keen and timely as possible.In this study, wage-motivation relationship is analyzed on the basis of public personnel wage policy. Scientific basis of both the public power and the wage factor which have impact on all parts of the society; as well as the scope of the effects of this basis on the public wage policy of our country have been tried to be explained through analyzing the wage policy process that is desired but has not been accomplished yet.
