Evaluation of accessibility with accreditation process and immovable cultural properties

Abstract (EN)

In this study, global, international and national practices and present state on the accessibility of immovable cultural properties are investigated. With the compiled data, it was determined that due to lack of legislative regulations, there is a need for a legislative regulation in regards to the project design, registration, construction and occupation of the immovable cultural properties in Turkey. The thesis consists of five sections. At the second section, terminology on preservation, immovable cultural properties and accessibility are analyzed. At the third section, global and international preservation and accessibility practices and current administrative and prevalent points of views are examined. At the fourth section, a chronological work on legislation of preservation and accessibility as well as the related practices are presented. Same section also analyzes the current situation and issues of the legislations regarding preservation and accessibility. At the last section, "Preservation-Accessibility Accreditation Model" is proposed that recommends chnages in regulations at both local and governmental levels in Turkey. All research in regards to this topic was conducted by reviewing printedliterature as well as digital publications of global agencies and organizations. As a result, the proposed model will provide guideline to help access to all public buildings including immovable cultural properties with the help of accreditation.
