Abstract (EN)

In this study, with regard to the flag state control regime and targeting system, the Paris MoU targeting system and the maritime member of the Paris MoU were ideally adopted in the certification audits of Belgium, France, Denmark, Germany, England, Spain, Italy, Malta, and the inspection of Turkish flagged ships. The flag state control systematic applied by the maritime administration of our country has been examined and analyzed in terms of sorvey and certification. In this context, it is aimed to reveal the application differences, common aspects and deficiencies between the systems and to make suggestions and recommendations in order to have a more effective and efficient Flag State Control mechanism in our country. In this context, within the scope of the study, the jurisdiction of the state in international maritime law will be examined and the issues of flag state and port state authority will be emphasized; The concept of maritime safety and international practices related to maritime safety will be defined, and then the Paris MoU practices, which we consider to be the ideal situation, and the certification systematics of some of the member states of the Paris MoU, will be examined and the practices carried out within the scope of inspection and certification as a flag state in our country will be explained. Comparative analysis of these targeting systems and audit and certification regimes will be made, using SWOT analysis on applications in our country, and suggestions will be presented to improve our flag state control mechanism in the light of the results obtained.
