National security law and strategy: A comparative analysis and the example of Türkiye

Abstract (EN)
This study highlights the need for the establishment of specialized academic programs in the field of National Security Law and Strategy in Turkey and the necessity to create a national security law. It recommends the development of an inclusive curriculum that covers a wide range of topics such as international law, cybersecurity, counterterrorism and human rights and emphasizes practical training. It also emphasizes the need for a national security law that is in line with democratic and international standards and balances national interest and democracy. This requirement stems from the need to align Turkey's legal and strategic expertise in the field of national security with international norms and standards. Qualitative comparative analysis was used as the methodology. Document analysis, comparative textual analysis and case studies were used to critically assess Turkey's current situation and training gaps in the field of national security law. Lithuania's harmonization with EU regulations was chosen as a case study to examine how Turkey will be affected by EU Law. This method emphasizes the importance of an inclusive approach integrating sociopolitical, economic and geopolitical considerations. In conclusion, the critical need for an interdisciplinary educational approach and the creation of specialized programs in the field of national security law and strategy is highlighted, and recommendations for a comprehensive educational overhaul and the creation of a national security law are presented.
