Abstract (EN)
This study attempts to evaluate the performances of the United Nations Secretaries General in the context of international conflict resolution by focusing on the theory and practice gap. The United Nations, which was established as an international organization after World War II to maintain international peace and security, and the activities of the United Nations Secretaries General in international conflicts and their performances in the peaceful resolution of international conflicts constitute the basis of the study. The United Nations Charter has important articles regarding the Secretaries General. Articles 7, 97-101 of the UN Charter grant important authorities to the Secretaries General. The article that grants the most important authority to the Secretaries General is Article 99. This article authorizes the UN Secretaries General to act independently, and UN Secretaries General can present any issue that may threaten international peace and security to the United Nations General Assembly in accordance with Article 99 of the UN Charter and draw the attention of the Security Council. The United Nations Secretaries General assume a key role in the peaceful resolution of international conflicts by using their own initiative. However, when we look at the practice in the context of using the powers stemming from the UN Charter, we see that not all UN Secretaries General behave in the same way. In this context, the study examines the powers of the UN Secretaries General stemming from the UN Charter, their performances regarding the peaceful resolution of international conflicts, and analyzes the extent to which they contribute to the resolution of international conflicts.
