Preventing the financing of terrorism in the context of International Law

Despite the lack of consensus on what constitutes terrorism, it has increasingly become one of the greatest problems facing mankind for centuries. The financing of terrorism, which has massive impacts on a global scale, is also a problem in itself, affected by the progress in science and technology. The first and most important measure to take to combat against terrorism is to prevent it from being financed. In this direction, many initiatives have been taken in the international arena, as well as on the national scale. The main purpose of this study is to review these initiatives in international area and besides, in the laws of Turkey. More specifically, this study examines all the regulations set out for preventing the financing of terrorism including criminalization the financing of terrorism and in particular the freezing of assets. This study also discusses the legal characteristic of the freezing of assets and the practical implications of the provisions explicated within these regulations.
