Some proofs about the use of Inci̇rli̇k Air Base as part of International Law and Turkish - American relations with a critical approach

In this study, with a critical approach,some proofs about the use of Incirlik Air Base as part of international law and Turkish-American relations are discussed. The purpose of this thesis is to examine the legal status of İncirlik Air Base and implementation of maxims of international law for its usage in Turkish-American relations. In the first part of the study, historical process of Turkish-American relations is given place. Although USA adopted a weaker policy with Turkey after the World War I, Turkish- American relations ended up with becoming allied countries after the process of their membership to NATO. During the Cold War, Union of Soviet Socialist Republic's threat caused Turkey to follow a consistent policy with the West. In the second part, Incirlik Air Base which has a strategic importance in Turkish-American relations is defined as the only determinant factor in the Base Policy of America and aims at the Middle East. In the third part, it is indicated that the fact of İncirlik Air Base gave its mission of a deterrent base against the Cold War to an anti-terror struggle base. Anymore, İncirlik Air Base has a leading feature of USA's foreign policy in the new world order with its new mission. In the fourth part, it is explained whether its use in international law is suitable or not in terms of fundamental principles, founding treaties or domestic law. In the conclusion part, it is indicated that Incirlik Air Base is used as a tool for pressure or a bargaining counter in Turkish-American relations when needed. Also, several results are revealed about the use of legal basis of the Incirlik Air Base.
